Adds Step 27 to the enterprise path of the workshop. This node teaches learners how to create org-level workflow templates and configure required workflows (GHEC/GHES) to enforce agentic workflow guardrails — lock-file presence checks and budget-limit warnings — across all repositories in an organisation. It extends the enterprise track from Step 26 (Manage Costs and AI Credit Budgets) and serves teams responsible for governing AI workflow adoption at scale.
